Prison Superintendent Dr. Eliiston Rahming will have to explain why a judge’s order for a prisoner to receive a psychiatric evaluation was ignored. Senior Justice Jon Isaacs ordered that Rahming appear before him on Wednesday morning to say why accused murderer Richard Gibson has not been seen by psychiatrist. Yesterday, prosecutor Paul Jones told the judge that despite written requests to the superintendent the court’s order of April 13 had not been followed. Isaacs deferred Gibson’s arraignment for the 2011 stabbing death of his daughter, Richa, after he informed the court he was suffering from a mental disability. Jones said he received a letter from the prison doctor on July 2, saying that Gibson had been receiving his medication daily.
