What is the ‘worst of the worst?’

Dear Editor,

Dear Senator Allyson Maynard-Gibson,

I write to inquire an explanation for the term ‘the worst of the worst’. This term was used recently when a local judge sentenced a convicted murderer. You might also recall that some years ago the Privy Council ruled that the murder of a girl, who was brutalized and burned alive, was not ‘the worst of the worst’.

I believe an explanation of this legal term would help bridge the disconnect between the judiciary and the public.
